Bay Harbour is a beautiful island town in Miami - Dade County, Florida. This town was unbelievably a former Biscayne Bay sand-bar. Shepard Broad, who was from Russia, came to the New York area in the 1920's, at age 14. Only 7 years later, he earned a law degree and was a successful practicing lawyer in New York. In the 1940's, he moved to South Florida with his wife. In the year 1945, Broad purchased two small, undeveloped swamp islands that were located between North Miami, and the beach barrier. He soon joined Benjamin Cane, who helped develop this swamp land. Soon after, in 1947, the town of Bay Harbour Florida was incorporated. Shepard was soon elected the town mayor, and served consecutively until the year 1973. He then retired from office. June 15, 1947 was the date that the very first building permit was approved. It only took four years for the town to grow to an amazing population of 550. The Broad Causeway was opened in 1951, in order to the mainland of the Northern part of Dade County, with the Islands.
